It's quite possible that there's only one of them that fully understands the significance behind it. The upended passion that dwells like so much fire beneath Dick's skin, ready to ignite and burn him up at any second.
Not only is there no step back, but Jay leans in and Dick swallows thickly the greed that lies heavy in every part of his body. There's no way to hide the attraction that sits between his legs, nor still the raging of his heart, but he can do his best to speak some sense. If any of this ever made a lick of it. ]
