[Guin is a willing participant in the kiss, first and foremost because she wants to kiss Dick and as much else as he’s willing to let her do. She is happy to let him open up to her and willing to do the same with him, even if this is the only time they see one another. Although she’s taking his words from earlier to heart, that they could see each other again.

But the other reason is that Dick kissing her keeps her from protesting.
